The service is being degraded to make it sustainable. They raised the price because it cost them to continue it as promised and now they have reduced the quality so they can lower the price.

The question is why can't Call of Duty be included day one like it was? The answer is obvious it was costing them too much. If that's the answer then what's the point? Rip the bandaid off and just complete the PlayStation Plus like transformation it's been going through and pull all the new games until they've sold through.
I'm sure more first party games will be removed from Day 1 releases on the service. It's still unsustainable to have your entire first party releases on there day 1. In order to keep that $22.99 price, there will be some titles that will be staggered on a 6mo., 12mo., 18mo, release schedule on game pass. They need their users to start buying games again to recoup the development costs of these AAA games.

I believe that entirely. Call of Duty is just the first domino to fall. I have no doubt Elder Scrolls will be on that list of you'll have to wait a while to get it in the service.

Until this change happened subscribers could be confident that whatever Microsoft released it would be in the service day 1. Now who knows? At any time anything can change. Now you sub to the service with that hanging over your head. It's a slippery slope to PlayStation Plus level possibly. The first shot was fired when they pulled day 1 games out of 2 of 3 tiers and now there are games nobody gets day 1.

Exactly as an example 2 years ago Amazon Prime was ad free and in 4K just for a standard sub. Now the standard sub has and and no 4K. If a company shows a willingness to degrade a service it won't stop with just one thing. The question is what will you lose next?
