And they can be sued civilly by the victim and can possibly face criminal charges as well. How does that make the gun manufacturer at fault?
This has nothing to do with the person, we are beyond the reach of one branch, at a gridlock in another branch, and an impossibility for the next 10+ years in another branch. This approach is solely to put pressure on the most readily available avenue, in hopes that it will influence the money line towards distributors and D.C. lobbyists. From there one would expect a trickle down effect towards the approach of the consumers on gun laws, thus a legislative effect would follow.
But in actuality, beyond the merit of the bill, it's just another key moment for someone likely seeing the democratic nomination, which is also important.
