It was insanely stupid, but the amount they would have had to be carrying in such a way would have to be minuscule low. Unless you're working for a setup for someone to let off a basically ineffective but scary-sounding "dirty bomb", I can't think of a conspiracy meaningful enough to start in such a public and incompetent way.

Both those guys have to be gone though. You'd have to be insanely well connected to keep your job after a screwup that big.
