Like anything else if the GM really put in work and explored ALL options then they can be successful .
No matter what market.
After Fully evaluating the players i have the option to and trying to make the best decision with my lottery pick, that's when the REAL work starts.
If I'm a GM of a small market I'm studying SA,Indiana, Memphis,and OKC down to the TEE.
I'm going overseas and to small schools like pop does and finding players that are FUNDEMENTALLY SOUND have a GREAT WORK ETHIC and can work in ANY TEAM CONCEPT.
You don't play defense? Your getting cut/traded.
You consistently take bad shots ( Josh Smith

)? Your getting cut/traded.
You don't find the open man ( for PG especially)? Your getting cut/traded
I Also I don't want to hear about no talent in the second round there has been many players taken in the second that have contributed to championship teams. I'm looking for a defensive stopper in the second round.
And also the RIGHT COACH is very important and might be the hardest thing to get in my opinion (pop basically coaches AND GMs)
These dudes are just a part of a boys club that gets recycled job after job, they need to bring some hungry dudes up with fresh ideas add some new blood to the GM circle
