CHA is only funding breh. The place was built for affordable and low income housing. The buildings are fine, the mentality of the people within is the problem..
The southside of Chicago has the best layout of housing, buildings, parks, businesses, etc in the entire city. Turn a few economic screws, and pull out resources, it'll reflect in the peoples attitude.
