Time will tell, but I imagine this approach would mitigate their recidivism rate. I get incarceration serves a purpose in the way of punishment, but we forget it was also to reform offenders before reentering society. Being that this country trying a different approach is Norway, illustrates the difference between a country with a heavy dose of socialism vs the US. The US is more concerned about maintaining a caste system for profit than reforming offenders. Recidivism is good for business.
