Yes he is. Off the charts charisma, willing to put people over, multiple World Title runs, major success inside and outside of the WWE, entertaining feuds and promos, good matches, one of the top draws in all of wrestling, and the list goes on. He's in the all time great category without question.

Rocky was a great wrestler as far as getting over and looking genuinely malicious as a heel, but OP makes some good points.

I think the answer is probably that Rocky didn't need to do any of those things, like Stone Cold didn't have to be doing superplexes and suicides. When you're that over, they watch you for YOU they don't wait for you to do an impression of someone else.
