Rocky was a great wrestler as far as getting over and looking genuinely malicious as a heel, but OP makes some good points.
I think the answer is probably that Rocky didn't need to do any of those things, like Stone Cold didn't have to be doing superplexes and suicides. When you're that over, they watch you for YOU they don't wait for you to do an impression of someone else.

But...big but...nobody comesbout and says "i modedl my in ring work rate after the rock" and is amazing in the ring. Hes very one dimensional and he got in there with austin who due to neck injuries and spinal issues had to become more of a brawler
Same as hogan. Hogan was so good and money in charisma you give him a pass for his lack of in ring move set or skill. They got the crowd in their hands by doing less but they also could not do more than that when it came to ring work
Whenever i hear someone say "they only have good matches with great wrestlers" i think of them. People say cena and roman but ignore rock not being versatile at all

Its a testament to how charismatic they were thst we can overlook them sucking in the ring. Amdre the giant for all intents and purposes was not built to be a great technical qrestler yet had memorable and psychological matches. Rock and hogan are of that elk of not being technical but being so larger than life thsy damn newr anything they did felt special even if it was bare minimum
But at the end of the day they werent these world renowned inring technical beast or even half as good as the guys in the wwe now. But they are more interestingthen every man and woman to ever wrestle save for maybe 3 guys character wise
