True, CPU is usually the bottleneck for each gen. I assume a pro upgrade can't really do much to boost the CPUGPU ain’t the problem. To have meaningful change in a games performance it’s the CPU that’s needs to be upgraded. But CPU upgrades are much less scaleable so devs actually have to put in lots of work to take advantage of CPU upgrades.
On PC a $100 GPU upgrade literally just affords you like 5FPS or a slight resolution improvement.
Consoles can probably squeeze a bit more out of $100. But the difference would still be minuscule to most people.

you could coincide your console release with the biggest game of all time
and then demand that it only runs well on the new version, so millions of people are forced to bend over and pay again
both companies are known for selling the same shyt multiple times for the same price
then in turn xbox would have to roll out their useless upgrade too, but whoever attaches it to the best selling game
would push more units along with GTA release
