I believe this is largely it. Of course the pandemic accelerated things but what you've said about shifting attitudes is at the heart of it. And it wasn't even just white people propagating those oppressive ideas about hair. I think it was Hampton that even banned locs and braids at one point.Yup.
Been several years. The only reason Black men had low cuts is cause they were more acceptable to get jobs and shyt.
Now that America is trying to be less racist and people pointing out micro aggressions and shyt like that you can have any hair you want.
I feel like there were a number of high profile stories about women getting in trouble for wearing their natural hair at work.
I personally think its apart of the feminizing of black men.
Longer hair has always really been a woman thing.
It's take time to care for it and get it done and looking nice.
It's a constant thing.
Men normally aren't with all that maintenance with their hair.
A hair cut every couple weeks, and they was good.
Men grow their hair out and are into clothes and shoes alot more

. If anything maintaining a low cut/ceasar can be just as time consuming and costly. When I had locs the maintenance was minimal and I only needed a retwist and tape every few weeks. People have the misconception black hair is a "hassle" . Meanwhile white dudes been walking around with all types of styles since forever. Then you saying it's feminine and shyt to grow your hair. Nonsense.
