I guess you are referring to the James Earl Jones movie which portrayed him as a huge sambo, which was not the case.
I don't think the poster wanted to glorify the state of "pawging" in his area, he was posted because he was the personification of a black man "ethering" whites in a time where blacks were at the lowest point in American history. Maybe that's why he was posted.
