You misread my point. Did I ever say allow them to stay in society? I said work to bring them back away from crack. By the way, how does crack get into America? Does that crack dealer own a poppy field? Didn't whites and the govt bring crack and expand it throughout the nation. Think about what the implications of what you're actually advocating.

You don't want crack dealers on the streets. What is societies prescribed remedy for that? Prison.

Has prison in America been successful as a rehabilitating force? Quite the contrary.

Does the mass incarceration of black men create communities where people do not want to smoke/sell crack? Obviously not.

Does the black community have much say in whether or not crack heads ply their trade in projects and low income areas? Of course not.

So while there's definitely a problem here you're massively overstating the ability of powerless people to effect meaningful change.
