but all things considered, if they have equal qualifications and experience, i might go with the dominican. just how im programmed.

Many Black hoods in NY have a few Hispanic but a lot of papi stores.

Same thing in Philly.

I think the only black neighborhoods in nyc without big hispanic population are the west indian ones
