You don't understand property taxes. It's not about what municipalities want to do or need. There are laws and formulas that have to be followed and property owners have rights. Do you really think elected officials are going to try to get blood from a stone? They can certainly try but it isn't going to go well. On the municipal level taxes are capped here and if they want more it has to go the state legislature. You're not going to be able to increase taxes while the value of a property is falling and people are unemployed. It's not legally or politically sound.
