It's a safety and liability issue for the school.
Seems a bit harsh but I lost a friend at college many years ago, the killer got in through a dorm door that was propped open that should have been closed.
That being said, it sounds like there is more to this story. But sometimes, actions have consequences. I'm sure all students are informed of the rules prior to moving in.
He had a full ride scholarship? The university was subsidizing his education, they have the right to tell him to leave.
"...to bring in my suite mates birthday on November 3rd"

Sums up why the punishment was so harsh. There's been alot of rapes at the Annex. That's the most heavily patrolled residence on campus. I think the ruling was excessive but, homie should've known better.
I don't believe it's legal for ppl under 21 and I'd assume this student is. It's only legal in the parts of DC that's not on federal land (idk if this applies to Howard or not). Also schools have their own rules regarding marijuana use (banned) and can kick you out of housing for doing so. I know someone who tried to trap out their dorm at Maryland and they got kicked out of housing too (fortunately the school just kicked them out of housing and still let them finish school).Weed is legal in dc though? Idk how I feel on this one need more information. But I can honestly understand both sides in this scenario.
