Being Latino in culture, which Rubio is, definitely makes a difference. Rubio doesn't identify with the same culture an American white boy is. Despite the fact that he technically Caucasian, that will follow him.
But actual race ultimately is what they mean. Rubio is a different race than people like Greivis Vazquez, Carlos Arroyo, Francisco Garcia and Anderson Varejao. Calling Manu Ginobili and Ricky Rubio Latino would mean Carmelo Anthony and Al Horford are too, but they are largely identified by their race.
