The real question is which category to put in people who consistently vote for these people, after all they control pretty much the whole government.

There's a reason Ryan always looks so damn happy, even when news is bad. He has a very legitimate shot (10%+) at being President if Trump is impeached and Pence is seen as too compromised.

There is a sizable amount of republican voters who believe on a religious level that the whole system should be burned to the ground. Government is inherently evil across the board. This religiosity is so ingrained, that they will let their mother die if the alternative was to utilize a socialized system where the small possibility someone, somewhere may abuse the system. Of course this person among a large contingent of this population is black or brown in their mind. These are people who are equally as villainous or brainwashed to the point they think evil is a virtue. Probably also believe in other things like Social Darwinism too.
Then I think the bulk of voters are passive in their voting and politics. They listen to right wing radio and Fox news and they never are skeptical of what is being said or why its being said. They voted for Republican all their life and everyone they know votes republican. Because that is just what you do. In their social circle, being a dirty liberal is worse than molesting kids because the propaganda is so ubiquitous and constant that its inevitable this belief will be developed. I wouldn't call these people evil, as more just dangerously ignorant. These are the people that I think people like Bernie who has the ability to talk to people and not talk at them, can through a long and CONSTANT process eventually get these people to maybe start to question the orthrodoxy that their church, peers, choice of news, local politicians, etc feed them on a daily basis.
Then the last group is just people who were tired of the status quo and aren't tied to a political party and as michael moore said, wanted to firebomb this status quo in the voting booth.
The first group is definitely evil, while the second are enablers of evil and the third, their frustration is understandable I think to a degree though I think their decision is stupid personally.
