At this point, most of them are gripping with massive human rights concerns, pressure from various ethnic, tribal and religious groups, corrupt outside officials, and eroding/aging infrastructure alongside a very unhappy impoverished class: they'll take whatever is offered.

Most Black people here don't want to make links to africa nor relocate and travel there. Many would rather travel to somewhere else.

Africa is already the white man's africa. Africa is already the Arab's africa. Africa is already the Indian's africa. The only people not in Africa making it their own is diaspora nikkahs.

Most African-Americans don't have the money to "make links" or relocate to any African state, most can't even relocate to another US city without a safety net.
Of those that can, the vast majority aren't trying to be cowboy capitalists in any of the African states, besides cultural and language barriers, vastly different lifestyle and educational differences, and it being a good distance away from their friends, families, and contacts, it just isn't all that appealing.

"Travel" isn't an answer or a solution to be honest, other than helping prop up a tourism economy on an incredibly small-scale, it doesn't do much else.

I would love to angel-invest in potential start-ups throughout the continent, but I don't have the resources or the time, yet at least. I know that's true for most others I know.

There really aren't any.
If the African Union had any real power, they could have an economic alliance across the continent, where human capital, labour, and education were shared across borders, while mass inter-state and intra-state infrastructure projects could be worked on, and excess capital reinvested.
African states have already established programmes where students go to Europe and the US for their education, and come back to their respective countries for a minimum of five years, to improve the economy, but that isn't enough, by far.

Easiest ways to do China's work: nationalise the oil and agriculture industries, and reinvest/diversify all profits made directly back into their respective states, the same for the rubber farms, cobalt and precious metal mines, and other easy targets of looting and profiteering, re-establish militaries in all of the states, provide state public education, compulsory to a certain point with an allowance for trade/career work, nationalise a kind of daycare/child-care service, tariffs on American products, massive anti-corruption campaigns, and begin oil-refining, low-level tech production, clothing production, and reparations from their various European former colonists.

Its a prety fukking tall order, and that's just to get average growth up to 6-7% without creating an even bigger chasm between the hyper-wealthy and the impoverished.
