Read somewhere that Slick Willie Clinton has an IQ in the neighborhood of 170. I mean dude was top of his class at Harvard and a Rhodes Scholar at Oxford.
Presidents are generally "smart" relative to the average person but he is/was a couple of notches above most of them. That combined with his desire to have extra juice and $$$, means he'll get exactly what he wants.
