Clinton is powerful due to the money and power connections that hilary family had at the begining. Then his ummm how should I say...columbian connections as a governor and his now connections after being a president.
As far as Bush I highly doubt that clinton is more powerful than bush jr. Bush Jr. Father is arguably one of the most powerful mean of the 20th century.
