Some athletes are religious too, so the religious rules don't mean much.

When it comes to football , From what I understand it seems, BYU recruitS a heavy amount of Hawaiians, Samoans and Tonga people. For some reason, the Samoans and Tonga people have a deep connection with the Mormon church. Then you add the fact that BYU, and Utah have deep connections with the mountain west recruitment circuit. It makes sense why their football and basketball program is good.

As someone with a lot of experience with BYU (they used to be in UNLV's conference), the main reason they have so much success is, like others have mentioned, their monopoly on Mormon recruiting. That's a 10 million plus talent pool that they can pick out of almost whoever they want. Add that to the fact that they are funded at a P5 level thanks to the Mormon Churches tithe dollars, and you're going to have a pretty formidable program.
