It's not that they're developing more artists, it's that their local distribution via the club scene reaches a much wider cross section of Atlanta including those who don't follow the scene otherwise.
In other regions, your name has to ring within your scene before tastemakers within the scene work to get you local distribution. The problem is that the local distributors are spending their money marketing to consumers who are already consumers of your scene... You're not going to get any new fans outside of those within the scene who weren't already familiar with you. This works in some regions (namely the Bay) but in most cases, regional artists do desperate shyt to get more exposure like spending money on features with national artists lol.
Atlanta's scene works because songs that in other regions would at most be local hits get exposed to a lot of people in Atlanta who are not a part of the scene. If it's a hit to casual listeners in the A, it'll likely be a hit to casual listeners nationwide.
