Janet Jackson has THREE album in the 101 most important albums you should hear before you die and Rolling Stone's 500 Greatest Albums of All Time. She has THREE (Control, Rhythm Nation, Velvet Rope).
Beyonce has 1 (Beyonce).
Nobody is messing with Janet's work from Control - Velvet Rope. That was a run of excellence right there in terms of albums. Control -> Rhythm Nation -> Janet -> Velvet Rope
Beyonce is not vocally better than Jazmine Sullivan, Lauryn Hill, Fantasia, etc... but as far as this entertainment shyt goes, She is the GOAT
This is a fact! Also everyone once these slow classic songs from Beyoncé but you can tell every song is like an anthem with a certain cadence for performance purposes
I think generally speaking it just boils down to some people having "IT" and others not.
Beyonce ranks higher because she is a great performer, and doesnt have any "weaknesses" in the other departments, so while there are things others may do better ,ie. Ciara count out dance Beyonce, other peoples weaknesses are often too great.
I think MJ is the GOAT because dude was a cheat code character. Dudes vocals were HAUNTING, like give you chills. The writing on his albums+ production created projects that meshed together perfectly and made sense (not just a collection of songs), and dancing and overall performance style he is undefeated.
Beyonce is a Good singer while the people you mentioned are AMAZING singers but in other areas they have great weaknesses, while Beyonce essentially is above average/good in those other categories.
For example, I think SWV had the best vocals of any Female RnB group but the avg person would probably rank En Vogue higher and make a debate for Xscape/Total.
Same with Male Groups, I think Jodeci is the GOAT but have had people make the argument Silk was better.

I think the Anthem stuff would pigeon hole her if she wasn't a great performer. Its almost like the artist who made great Disco songs but couldn't do or didnt do anything else.
I also feel that lyrically Beyonce either from a lack of creativity or something hurts her long term legacy with all of these repetitive elementary songs she has put out of late. I know her fans love it, but I just can't see them holding up 10 yrs from now.
I think a Devante Swing X Beyonce collab would be INSANE, but people pretty much sleep on him and think he is washed.

It's been 19 years man, no no no came out in 97, the writings on the wall came out in 98 and sold 10 million. It's really just Time to give credit where it's due. It's Not just the fans her peers and the celebrities give credit where it's due. Only people who hate and overly critique her now is small time people on forums.
