"steals a $100 bill from the register"

-100

"buys xx worth of goods with the $100 bill"

+100

"the owner gives her $30 in change"

-30

So:
-100
+100
-30

He really lost $30 after it was all said and done. However, everything after the 1st sentence was legal so he really lost $100

What about $70 of merchandise?

Nevermind I saw your last sentence. I agree it was $100 although I got to it differently than you did.

It’s 100$....Don’t over think the details.

Think of it this way: the girl steals 100$...then she has a change of heart and puts the 100$ back in the register. But then she changes her mind again and steals 70$ worth of goods and 30$ of cash.

Either way you account for this problem the shop owner is out a bill.
