Hello Games was on the list of developers at the Playstation meeting in Feb
They don't have Xbox dev kits, and have it up and running on PC + "a next gen console" which is PS4
and with that launch day parity policy in place, it won't show up on Xbox

I assume if it were some kind of exclusive, it would be promoted as such
like most indie devs without money in their hat, they'd probably like to see their game on as many platforms as possible
MS has their policy where they require simultaneous release with other platforms for indie games. If they are this far into development, and haven't even started on an Xbox version, it probably won't be on there for that reason
