Make the tax exemptions dependent upon behavior that builds black families... aka you have to be married to receive ongoing exemptions, etc... Incentivize exemplary behavior, win/win.

Some people will give it back and some will figure it out and build with it. Those that build will be able to provide jobs, give loans, etc. in the future. Letting the money go to a middle man or program will just end up in somebody else pockets I feel.
