They have to cut the check. Period.
Free education is cool but that doesn't change the fact blacks would still have to beg whites for jobs when they graduate and I would imagine they would hire even less blacks in response. Money is the only thing that will change things. That's all this country respects. Most would probably use it to buy homes which is the main source of net worth for most americans. Others will use it to fund businesses.
