But wouldn't the guy without the whistle chain be 2.5 since the guy with the whistle chain is 5? Half of 5 is 2.5 so why 3?

Answer is 15 if (man & whistle) = 2.5*2
Then I assume (man no whistle) = 2.5
(or is (man no whistle) = 2.5*0 ....which would bring it to 10)

They don't give enough info on sets/pairs to infer a clear distinction between...

• man with whistle

and

• man no whistle

(man no whistle) could just as easily be

• 2.5

or

• 2.5 * 0

or

• 2.5 * x

or

• 3

or

• 3+0

or

• 3+x

A given set/pair could be addition or multiplication, each leading to different answers. Without a clear delineation the problem is left ambiguous. ​
