Well his wife is the RAW Commissioner so there's a valid reason right there. Stephanie came back and essentially made the whole thing about herself and Shane (because apparently the best of RAW v the best of Smackdown isn't enough.) Anyway in an industry like pro wrestling where everyone is involved in everyone else's business anyway if there's a war between your wife and her brother chances are you're going to side with your wife.

This is also true. Isn't the average wrestling viewer in their 40s-50s or something? Which is why WWE have consciously been trying to attract younger viewers and why ROH has ads about knee braces and prostate medication.

On paper this looks like the most piff Big 4 (wwe+ nxt) PPV Weekend we've had since NXT starting running Takeovers.

Wrestling is different from what it was 20+ years ago. A man in his late 30s, early 40s is still in good enough shape to preform than a man in his 20s during the Attitude Era. With that said, WWE is also terrible at creating stars which is why they had to rely on people like Cena, Angle, HHH and Shane to get people invested in the match.
