Nah, he's an above-average defender who does what has become one of the more valuable archetypes since the Golden State revolution: 3-D wing.
He's down in the dumps right now in terms of how Bulls fans feel about him but there isn't a team that wouldn't grab him, especially if they thought actually running 3-4 plays for him a game would get more value out of him. His biggest weakness is not being a better rebounder but if another team was either rebuilding and gave him a bigger role OR brought him off the bench for matchup-based defensive minutes, he is serviceable.
The #1 mistake with the whole situation was drafting him to be a centerpiece knowing what his biggest issue is (no self-determination and hustle)and switching from a developing team to a win more team and putting his passive ass as the 5th option with a limited role. Assuming he is never going to get better, there are better ways to use him still and it appears that whatever they do with him off the court, his on the court role is "find out how to make a difference." He spent a couple of years getting benched the moment he made a mistake and was never really forced to play through it. If he was going to be a net-negative, we would have known this definitively had AKME not pivoted from "draft and development" to win-now. Add in two seasons derailed by serious injuries and we have the same guy we got 4 years ago only a little bit worse.
