They don't want to change him into an entirely different character by giving him different powers outside of his already established power of flight. Makes sense to me.I think Kevin feige or someone else came out and said they dont want Sam to have to powers to make the character "more interesting"
So unfortunately, that doesn't seem to be in the plans
Instead of making Sam into Luke Cage, like ya'll want, they could just use Luke Cage instead.
