Call the dept and tell them your tags are lost/stolen. They will remove your registration. If you do not, the buyer can rack up tickets that will legally be tied to you and be held responsible for. You can also report that the vehicle has been sold and fill out the proper paperwork. Even though you are the seller, the car will not be registered to the new owner until they turn the title in. That's why you make them go to a currency exchange with you to transfer the title right then and there. He could hold on to that title for as long as he wants and you are still legally responsible for that car.

He got tickets in my name and after I filled out the form that I was told to fill out, they never processed it and further extended the time he had to continue to get tickets. City of Chicago wants me to pay because they fukked up and never processed my information in a timely fashion. Got a letter from city attorney office saying I owe and if I dont pay, they will suspend my license and boot any car I own. I said "fukk y'all, my shyt been suspended since 2006 and put all my cars in my girl name. Y'all nikkas beat." When the time comes, I'd rather pay a lawyer $100 more than what they say I owe them to win the suit for me.

Title transfer and registration are actually two different things. He could transfer the title and still not register the car for plates and keep the sellers. Thats why I said, report it lost/stolen. Most states actually don't require a bill of sale. So long as the buyer has the signed title, he can register the car. The bill of sale was mostly used to show them how much you paid for a vehicle so they can appropriately tax you depending on what you paid. People got hip and started having bill of sales for amounts lower than they actually paid, thus lowering the tax. The states got hip and decided to base the taxes on the year of the vehicle registered which then made them not give a shyt about a bill of sale.
