However, if i had to chime my in on this, id probably say she isnt attracted to him like that. Notice that he said nothing about his own physique, facial features, status, wealth, etc. Sex isnt a one way street. Its a transaction between two parties. Furthermore, i dont believe him for a second that she isnt masturbating (or seeing someone else) cause those needs will be met, irregardless of with her husband or with Phil from the accounting department at work.
As for the solution, there are 3 that come to mind. A slow but stable one. A medium term one. And a nuclear option.
1). Slow and stable solution . Work on himself. Become a man that women want by hitting the gym, buying proactive, or going under the scalpel. That should be followed up by pursuing a proper job with clearly defined status attached to it. Beyond just supporting his wife, this gives her something to be proud of or even defensive of against other women, even to the extent of sleeping with this dude when she doesnt feel like it .
2). Medium term solution. Just make her jealous periodically. This is obviously easier if you've already done step one; but its still doable without it.
3) nuclear option. Finally, he can just see someone else or pay $$$ to a professional for it. This is the quickest fix but it obviously has consequences.
