Not really he had to much of a hiccup skill wise during the sonic landscape change.
Plus, he was never better than busta or sticky as the lead group emcee and group wise busta could trump damn near anyone in a group or as a solo.
As he has the highest and longest drawing club record, the best posse cut record and pretty much ushered in the feature singlehandidly.
Plus built on an elongated his skill set past most into every realm of emcee'n at its apex.
He just does not have to culture based content to trump someone like rakim, krs, melle Mel as a solo artist.
Nor does his overall scope as a emcee have a really defined black nationalist style character.
So, he would fall out of the top five.
As historically he has no contribution to reslot and reshuffle the top five.

Billy danze and psycho les have no real technical know how like fame or juju.

Also fame is as good a group base to solo emcee you can find in the history of rap.
Since people were saying group emcees I listed two darkhorses, in juju and fame.
