I'm playing this at 60fps/1080P on a "console" like desktop.

is that a good gaming desktop??

no. The video card is holding it back. 610 GT is hardly a step up from integrated graphics. Also not a fan of the processor..

If you are going to go cheap graphics card go 750 ti or something but im sure theres better out there now for budget

wait for @NotoriousJerry or @Liquid to get back to you. They'll tell you what you need to stay under budget with a good build. @Liquid is even making a $400 console equivalent pc right now. You could probably just copy his build. I think he even got a ssd in there too. I'd go intel, but that costs more

Man if you got a Microcenter around you GO THERE! The price differences are usually significant.

I was able to get my Mobo+CPU for only $100 and the CPU I bought it with warranty so I was able to trade it in for a I5 4690K(I traded it back though for other reasons.)
That left me with a good amount of cash for a GPU, SSD and RAM.

The mobo/cpu combo was the MSI Z97 PC mate and Intel pentium G3258 for $100. I don't think they're still doing that combo though...

Order your GPU from Newegg
http://www.newegg.com/Product/Product.aspx?Item=N82E16814131549&cm_re=r9_290-_-14-131-549-_-Product $228 for GPU comes down to 209 after rebates and comes with games.

http://www.microcenter.com/product/...II_60Gb-s_25_Internal_Solid_State_Drive_(SSD) $69 120GB should be enough for a few games and applications for now. You can always get a 1TB HD later.

http://www.microcenter.com/product/...R3-1600_(PC3-12800)_CL9_Desktop_Memory_Module $75

http://www.microcenter.com/product/399983/Builder_Series_CX600_600_Watt_ATX_12V_Power_Supply $75

You probably got a keyboard/mice already as well as TV to hook up your PC to or PC monitor.
You can snatch up a windows 8 key for cheap online and if you got a ATX case laying around use it.

This build is roughly $600 and will work NOW and when you decide to upgrade you can throw that pentium g3258 back to Microcenter and get that cost shaved off of A I5 4690K for $145.

The build @Liquid has is good and is cheap but it's not that great for upgrading. I'd rather pay a little bit more upfront and have the luxury of upgrading later than to pay less up front and end up having to switch out the whole mobo and cpu and pay more later just because you wanted to save money now.

This build I posted will have you still relevant for years to come.

Basically, this is a build to get your foot in the door so to speak.

You could pretty much scour the internet for similar parts and have them shipped to you.
