To me it did lean more toward soul than r&b. But no, I wouldn't call it a neo soul album. Wouldn't be mad if someone did. I want to know, do you feEl it's a neo soul album
I'd say yes, although there are some tracks on it I wouldn't call neo soul for the most part it is.
