Pac is the most iconic rapper of all time. Even if you aren't a fan his impact alone you can't name 15 rappers and leave him off.

Bro I've made multiple lists and have left off many top five caliber emcees from Pac (who's on my list now) to Jay to Eminem to Cube himself. There are just too many dope emcees out there to limit it to fifteen.
