This is interesting brother, being that Biden is not president yet and can't do anything right now for Black America. I did however find some of his proposals which are directed specifically at the black community which I'll link below. I also will note as Angela Davis mentioned, which is that Biden is someone we can work with. He actually does listen to our community and acknowledges the injustices as opposed to his counterpart. No candidate is perfect, but to me Biden is truly a better option than Trump.
