If they were low on literal numbers of masks expired or not, they've had four years to resupply. Obama never ran out of masks during his presdency and he went through multiple pandemics and natural disasters so he obviously knew when to do this. This is literally Trumps first one and he ran out, that is his problem, not a multiple admin issue, a trump admin issue. Instead of resupplying the stockpile when he entered office. He Defunded the programs put in place that were responsible for doing the resupply.
