if i flap my arms hard enough can i fly?

like if i train my flapping motion for long enough to the point where i can start levitating will i be able to fly? birds can do it why cant humans? we are supposed to be the smartest animals but we cant even fly naturally. thats why when meteor hits humans always get wiped out and their technology lost. meanwhile birds can just fly away from the meteor and dodge it.
