I have a friend who does this. We've invited her out numerous times & she would always have an excuse why she couldn't come, so we stopped asking her

It really depends on a case by case basis. I knew a girl who wanted me bad, but she was too shy to reach out first. Apparently the hints were out there for a while, but I never picked up on them.

Had this one chick that I always had to text first but whenever I see her she would stop by and talk. One day I decided not to text her anymore and 3 weeks later I was walking by she was talking to a coworker and the next day she started texting me like why don't I talk to her anymore. Then after that she started all the text for the week. I will never understand this sh!t.

This mainly happens to us regular folks, Chris brown, or majority of these famous celebs don't have this problem, infact it's the other way around where they have to dodge chicks and put them on ignore like a chick does the regular Joe. Therefore this tells me it's all lies and games when women say they are shy, don't reach out first etc, when a woman want something from u example food, clothes, or whatever she thinks she can trick off from a square, they don't have no problem reaching out or never too shy to ask so i don't even sweat women that don't put in the effort.
I have reached a point where i know enough to make sure i'm fukking a different gul every week or at worst every 2 weeks and the weeks it's slow i just rotate one of my regular chicks but still try to add new ones to the team. So my advice is don't sweat guls that don't reach out it's all lies and if u don't have it like that to pull a new one every week then u have to work on urself, make urself so fly that u stand out but don't trick, don't take her out, try to spend as little as possible and get a lot in return that should be ur strategy because if u lose the gul fine u can get another one, but if u lose the gul and the money u headed for self destruction.
