Just get more cops on the street in the areas of higher crime. Visibility and community policing. Now, the flipside of "pushing" crime out of high crime areas is that the criminals will go to where there is less police presence. Hopefully, they move out to another jurisdiction and the 40% drop is good to go. If I push crime from one area of St. Louis, Missouri to another area of St. Louis, Missouri, I didn't accomplish my goal. If I am able to push crime from St. Louis, Missouri to East St. Louis, Illinois, then I accomplished my goal.Pocket my cash and leave.

There's 2 ways I would approach it, and realistically it's not enough money even still. I would put together an annual music festival that would attract business and people to the area in hopes that in about 4-5 years the town could be hip. Let's not forget that hopefully the artists would do it for free.

Hell naw, 350K is absurdly low for that type of consultant work. I wouldnt even return the phone call. A consulting firm charges 200K just to do some warehouse slotting/rearranging work for a single facility.

350K is not enough for a contract or not enough to bring homicides/murders down by 40%? Does money bring homicides/murder down? If so, where does the money go?
I don't know about your music festival, there are few music festivals in some of the most violent cities in the country every year so I doubt a festival would bring the rate down 40%.
Now keep in mind, that's just what the 1 city is paying your firm as a CONSULTANT to issue ideas and come up with game actionable game-plans to decrease the crime by 40%
