Mods don't care about the quality of posts from someone or putting restrictions on notoriously bad posters so there wouldn't be any benefits to this even if it was possible.

Ignore (just like in real life) is a one way feature.
You can't force a person to ignore you, you can only control what you see.
If it's that big of a problem you could speak with the mods to see if they will put you on the other poster's ignore list.
I don't know who the poster you have a problem with is, but I can tell that you certainly aren't from Harlem. :dame:

I was just curious if there is functionality to ignore users so that the appear as if they do not exist?

This includes removing said users in "users who've dapped this", quotes, etc...
