Call it an "agenda" all you want, but there is a certain set of traits that have thus far led people to swear Br*dy is the GOAT. This set of traits does not include the degree of difficult of the football plays he is asked to make. He stands untouched and delivers short passes to mostly wide open receivers. He is great because of his mental fortitude and his ability to repeat the same basic actions over and over again with accuracy and without making many mistakes.
When he is asked to face pressure, throw receivers open, or improvise, like every other great QB in the history of the game is typically great at, he usually looks like just a guy. Luckily the offensive line rarely breaks down and the receivers typically get where they need to get to, so he doesn't often have to worry about this
