He wasn't "snitching" on these nikkas to the police, he was exposing them as rats to other street nikkas. If the song was about getting people indicted or some kind ploy for the "hip hop police" to step in and bail him out he would have went into more detail about Puffy as well. That wasn't the case though, he had the feds on him too and the cops would sooner set Pac up than stop a set up from happening. They probably wanted him dead just as bad after beating that charge.

If Tupac was able to find out they were working with the feds then I imagine others knew the same thing bruh. The difference is none of those other people put it on wax for the general public
