In order to do this Apple have had to stop checking the IMEI number against the model number when officially unlocking phones for carriers where this is permitted. Eg. O2 UK, all Australian carriers, etc. etc.
This has resulted in many web site 'springing up' in the past few days, all offering "official Apple carrier unlocks" for any locked iPhone from any market - at prices from US$80 to EU150 - All one has to do is pay the money and provide the phone's IMEI number. Then, the next time the customer 'syncs' with iTunes their phone is permanently unlocked. It has been confirmed that these service 'work', with even AT&T locked phones being unlocked.
It appears that these sellers are passing the IMEI numbers to others who work at the carriers in countries where unlocking is offered. The IMEI numbers are then sent to Apple to be added to Apple's 'unlocked' database.
