Tao, King Piccolo, Radditz and Nappa were not jobbers. With the exception of Nappa, they were the "big bad" at the time. And in the case of Nappa, he was responsible for killing 3 of the z fighters.

He was the least "human" of the villains too. He was created to be evil.
But literally removed the evil from himself.
17 and 18 in the shows current timeline were also much more tame than the versions in Trunk's timeline
Piccolo Jr wasn't even really evil - he just wanted revenge on Goku
Vegeta was evil, but didn't directly kill anyone, helped them out on Namek, and laid low, as Vegeta's true goal was to become strong enough to defeat Frieza.

That nxgga was out there sucking folks juices into his penis tail, he murdered Trunks once by getting the drop on him and then attempted to do it again in front of Goku, Vegeta and everybody. He tried to murder Goku in an unfair fight before Goku even had a chance to train in the hyperbolic time chamber. He tricked Vegeta into letting him gain perfection and then he made Trunks feel worthless. Then he stepped on the homie 16 head and then he was the reason Goku was dead for at least 7 or 8 years which is the longest time Goku had ever been dead.

I've always said that Cell should have been resurrected for the TOP. But no, they had to revive once again the most overrated villain in Dragon Ball history, Frieza. Imagine if Cell came back and due to him having Frieza's DNA, he trains in the hyperbolic time chamber and obtains a new form. Plus we could have had him flexing on everyone and talking mad shyt to Gohan about being weaker than he was as a kid. And then Gohan, 17 and 18 having to put their on site status with Cell on pause to team up with him in the TOP would have been great story telling.
