Pedophile are those sexually attracted to children. Thus, onus is defining what constitutes as a child. In which case -- a young human being below the age of puberty or below the legal age of majority. Highschools often range from 4-5 years. It shouldnt be suprising if people of these age groups (13-18) start and sustain relationships. If sexual activity is involved its safe to linger on the 18yrs mark. However, for legal practicality always follow your states age of consent. Though, if an individual habitually uses this rule to target younger demographic he is a predator not pedophile.

I wouldn’t go so far as to call pedophilia however I do believe it’s wrong. A 17 year old and 22 year old are hopefully at very different places in their lives. There is an experience and power difference present in that relationship

It's uncomfortable to talk about but we as men are attracted to women that look physically developed because it's our biology, and some of these girls be 15, 16 and 17 and already there.
