Not if you listen to Hip Hop music from 79 til now. There are plenty of EMCEES from the old school(pre 84) that are better rappers than Drake without having the better career.

Drake is more Kurtis Blow than Mele Mel/Caz/Moe D/Sha Rock. Kurtis had the big label backing, Russel Simmons and the fame but he was not seeing the majority of rappers back then on the mic.
