I would have to say yes. Just got done beating this shyt on hard and it's very challenging
First you have to fight the same gay ass robot you fought on level 7, and he's with that fake ass larry holmes r bear who counters every move you make and moves way faster then you as well.
Once you beat them you head to the elevator in which you fight more enemies and the stage 1 boss r bear.
After you beat him you fight those fast ass ninjas coupled with the chicks with lazers then you fight the level 3 boss the man beast with those claws and the speed to fukk you up.
After you beat him you fight that fake ass ultimate warrior who does that bull charge which takes a lot of power.
Once you finally get to Mr X, wait a minute you take on shiva who's not only faster, his hits are more powerful and he's very hard to hit.
Then you fight mr X (who's a belger clone) who has no problems taking out his own dudes with that 357 machine gun who's bullets take a lot of your health
Game is GOAT though but that stage is hard as fukk. Not sure how many other beat em ups have a stage like that
